seriously. the things youre probably aiming to achieve (i know you said to make the community more social, but i bet once you all get all chummy, the goal is to run amok, drink til the break of dawn and have a story to tell the next day, and eventually set traditions thus forming insta-bond) you really can do with a student club or a union.

you really dont need Greek letters to do anything of the sort. and i dont know how you plan to involve "the whole community" in this fraternity. if everyone is in the fraternity, how is it special? more so, how is it a value-add to anyone at your "skool" if everyone theoretically can be a member?
