I hope the OP is not counting on getting a bid that way. Because she is bound to be disappointed.

Since it is the beginning of April, and I can only think of one school that does formal recruitment this late, I can assume she (or her "friend") attends that school and is currently going through, disappointed about being cut from a particular chapter after round 2, and wondering if she still has a chance with that chapter, or that she (or her "friend") has gone through, dropped out or was cross-released, and is wondering if there is a "cut once, cut always" policy.

If it is the former, I really wouldn't bank on getting a snap bid to a chapter that cut me after round 2. They will most likely make quota, and on the off chance that they do have to snap bid, there will be girls that were cut after round 3 above you on the list.

If it is the latter, it depends on the chapter, and the reason for the release (if there was one other than numbers). I know my chapter has bid 2 girls that we cut before; they just didn't open up much formal recruitment, but we got to know them much better during informal recruitment. It seems silly to me that a chapter would have a "cut once cut always" policy without examining the PNM and the circumstances (i.e. maybe a shy freshman with a low GPA becomes an outgoing sophomore with a great GPA and many friends in the chapter the next year), but some members of chapters do claim to have such a policy.
