Quota additions are to match a PNM to one of the chapters where she attended preference. If the PNM ranks all of her preference chapters and they fill quota before getting to her name on the list, she is eligible to be a QA at one of her preference chapters, placement will vary based on pre-recruitment chapter size, her placement on each chapters' lists, and her preferences. Women who do not rank all of their preference chapters are not eligible to be quota additions; this is a measure to discourage suiciding. No one except the Panhellenic advisor will know who the QAs are. The PNM in question would not be a QA because PNMs can only be QAs to chapters where they attended preference.
Snap bids are for women who have dropped out of recruitment, or have gone unmatched through regular bid matching (almost always a result of suiciding or ranking two of a possible three). Chapters who have not reached quota during bid matching will have a list of women that they would like to join who cut their chapter, either by conventional means, not ranking it after preference, or dropping out. The chapter ranks the women on this snap bidding list in order of preference, and these women will be called by a member of Panhellenic and offered a bid. If a woman chooses to accept, she will attend bid day with the rest of the new member class and very few women from the chapter will know who the snap bid is. I am pretty sure (but any GCers correct me if this is wrong) that you can not place women that your chapter has cut on your snap bid list. Therefore, a PNM who was cut by a chapter would not be eligible for a snap bid either. ETA: Chapters may put PNMs they cut on their snap bid list.
Once formal recruitment, bid matching, and snap bidding are over, chapters who have not made quota or have made quota and are still under total may bid any PNM they please (provided she has the necessary GPA and credits or is a full time student, etc), including a PNM that they cut during formal recruitment. The PNM in question would be eligible for a bid after formal recruitment is over if the chapter has not filled quota or is under total following formal recruitment. Understand that although a chapter CAN offer a bid to a PNM they cut during formal recruitment, whether they WILL is a different story.
The policies that determine eligibility for QAs and snap bids are set to encourage PNMs and chapters to play fair during formal recruitment.
