It's for this reason that I thought snap bid lists included every woman who registered for recruitment that did not receive a bid. Many chapters are forced to release women that they still might want.

The only thing is that chapters that are "forced" to release so many women are usually not the ones that need a snap bid list, as in, they usually make quota. You don't want chapters to tell PNMs "Sorry we had to cut you, but you should drop out and maybe you'll be at the top of our snap bid list."
Chapters MAY extend snap bids to women that they released. If they choose to do so. That's their call, and there are no NPC rules forbidding it. Each individual organization may have preferences one way or the other, but they can if they want.
