If State University regularly gets a very large amount of foreign exchange students that participate in rush, I guess that could be a possibility... but I don't know how common that really is.
At my alma mater we definitely had several foreign exchange students, but I can't recall any of them going through rush... so something like that probably wouldn't make sense for my campus.
