I would say give him some time, and maybe try some activities where it's just the two of you at home. I went through the same experience recently with a guy I'm dating. He told me later he's not at all into PDA, which is why he didn't kiss me until we spent a night in.
And yeah... try putting your face close to his (in a laughing way). That usually works.
