if the organization is not a member of the NPC (and it sounds like it isn't) she would be eligible for membership in an NPC organization.

Well, either she wants to work with the new chapter and make it successful or she doesn't. If she wants the pride of creation and all that comes with it, she shouldn't be looking for an 'out'.
