I would show up with a small group of sisters in letters. Bring the bid card, a balloon, a poster and serenade her. You can throw confetti for extra added affect. Maybe give her a t-shirt and a list of phone numbers/calendar of upcoming events.
ETA: If you have a big group, invite them to the house for a "recruitment event." Have one sister lead them into the room and then have the chapter members march in wearing letters and bearing gifts, singing a song and announce that you are pleased to invite them to your sisterhood! (The only downside is that not everyone will accept.)
