I think, and ddalne please correct me if wrong, they are a local group because they are not recognized, meaning they lost their charter, so they no longer a National.
So they are local a little differently than one that is created from the ground up. they are like if your chapter lost its charter but everyone kept meeting anyway . . .
what is the university policy on Locals? Can they useschool rooms etc?
