LiL_G go for it! I know I started a local against a small Fraternity and we one and affiliated with LXA! I know there are other LXA Chapters in Canada, one being W. Onterio!
Right now there are many campuses who are anti Greek but you can find young men who have the same thoughts and ideals as you! It does take a lot of work but the pay off is well worth it!!!!
