If she is married or has a child she may qualify for AI while still an undergrad. Another option is if she has all the requirements for her degree, but is just doing another semester, she can get a letter from the registrar saying so, and thus because she has techincally graduated may be eligible.
But really...what is a few more months...? Why not just wait till she has her degree and then do it, a lot less hassle in my opinion. Good Luck to her though!
