In Kappa Alpha Theta a legacy is defined as a great grandmother, grandmother, mother, or sister.

A legacy introduction letter is needed in addition to a recommendation. And as someone else has said, being a legacy and having both a legacy introduction and a recommendation DOES NOT guarantee a bid.
