If it's an actually DVD - you'll need a DVD-burner to copy it (more common on new computers). If it's a VCD etc then chances are Nero will work for you.
If copywrite isn't an issue (doesn't sounds like it) chances are you could look up computer shops (repair or retail) and one of them will be able to help you.
