That policy holds for all AOII chapters, regardless of size (or location) - it is not a north/south issue at all. However, NutBrnHair is correct, there are large greek systems where they have 50 or 60 legacies going through and quota is about the same. Obviously if the chapter takes all their legacies they won't be able to take anyone else.

I think she was just curious if she was from the south because at the majority of schools up north, there aren't enough legacies to your house to make up a whole NM class.
