I dont think many NPC groups have this rule. I don't know about them all, but the NPC sororities that I do know about are obligated to give some sort of "special consideration" to legacies. Many are like AOII, where the legacy must be invited to the first invitational party, and if they are invited to pref, then they must appear at the top of the bid list. They can be released, however, after the first invitational round. A chapter may have a local policy that they do not release legacies, but I don't believe that is really the national trend.
