Help from anyone who Ebays!

Hi Gang! I have a problem. I won a bid for a shirt from ebay on August 23 and paid that same day. Well days came and went and no shirt. I emailed the seller to make sure it wasn't lost in the mail and I was told it had already been shipped. More days came and went. I emailed again and was told there was some type of computer meltdown and the item was still there and would be shipped and would be here last week. Still no package. I kept getting the run around and filed a fraud report and left negative feedback. Well they left me negative feed back saying I didn't pay for 15 days and I never emailed blah blah blah all lies. Of course I responded saying it was all lies and filed a complaint w/ ebay saying so. I have proof (pay pal receipts and emails) that they are lying. Can anyone give me any advice for future ebay auctions to deal with this? I feel like i got a tongue lashing for doing what was right by filling out the report for a seller that didn't follow through. And my positive feedback dropped from 100% to 93.8% Thanks guys!
