Essentially, yes. GC is not a democracy, and I don't understand what led you to believe it was. The board is run the way John and the mods think it should be run. If you don't agree with that, that's fine -- but that's the way things are here, and things are unlikely to change unless the mods and John decide they agree with you.

The terms of service do not run this site. John and the mods run this site. If they do not find something offensive, even if it breaks the terms of service, it's unlikely to get deleted. And of course I've gotten away with things that break the terms of service. For example, if Kath and I were new members of GC who stopped by the board and posted some of the things that we've posted in the "Southern" threads, for example, we probably would have gotten flamed and the threads would have been locked. But since we've been around a while and most of the GC-ers know that we're either exaggerating, kidding or just poking fun at them, very few people got offended. Should we be treated the same way that a new member would be treated for the same thing? I don't think so. Like I said before, context is everything.
I don't think there's a person on this site with at least a hundred posts who hasn't gotten away with some violation of the terms of service.
