Question about Scholarship Chair

Ok...So this is my second time as scholarship chair and I would like to get my chapter heading in a better direction then they are. So in doing so I was trying to carfully go through the positions handbook (let me make known that last time I had this position our chapter could not find the handbook). Anyways so the real point of this is my question, when did Scholarship chair stop being an exec position and does anyone know why? The reason I ask is sadly my chapter too much does not think about our grades, so I much of the time think it needs to be an exec position.
