Question COB & New colony

I am curious as to the details of the COB process. Since I'm a junior at Texas A&M University (ultra competitive, juniors don't have much of a chance) COB would be the "best" way for me to enter an established GLO, but I'm not sure how that works here. Does anyone have an idea? I know that some chapters do accept members during the spring in an "non-announced" (non-public) rush.

Also, Panhel is voting to add a new GLO in Sept. It has been narrowed down to two orgs, and both are great! It would be a dream to start a new tradition here. I would absolutely LOVE to be a founder!!!! How does one go about letting the new GLO know they're interested?

Obviously I would ideally like to get in on the ground floor of a new GLO, but have been curious as to COB here. My first two years here I was totally dedicated to athletics, and now I would really love to open up a new chapter in my life and fill in some of the "gaps".
