How to pledge if chapter is suspended?

I'm interested in pledging an organization on campus but they've been suspended for a long time. There's rumors about when they'll come back but I don't believe them because they never came back the 1st time the rumor started. The college down the street has a chapter so would I be able to pledge the chapter at the other school considering the fact that the chapter at my school is not active and probably won't be until I've already graduated?
