How to pledge if chapter is suspended?
 

I'm interested in pledging an organization on campus but they've been suspended for a long time. There's rumors about when they'll come back but I don't believe them because they never came back the 1st time the rumor started. The college down the street has a chapter so would I be able to pledge the chapter at the other school considering the fact that the chapter at my school is not active and probably won't be until I've already graduated?

If the answer was NIC or NPC. the answer to the original question would be *no*.
Given that the group is an NPHC, I suggest you contact the National for that NPHC and ask about your situation including specifically those the schools in question. Given the number of different situations involving NPHC suspended chapters, we can't give an answer here.
