Yes, by their actions (or lack thereof). That doesn't mean a group has said that they're leaving, which is what I addressed.
In other words, if you search the expansion threads, you're not going to find anyone say, "I heard that ABC is thinking of leaving the NPC." It's much more subtle than that.
