If she pledged as a COB and then signed the paperwork to drop out of that group, she can go thru formal recruitment this fall OR COB after it. See my copy and paste from the NPC MOI (Manual of Information, aka Green Book) which is the Bible for NPC. The form she signed - or should have signed - states that clearly.
