If they took quota, but aren't up to total yet, they can do COB. If they're at or over quota, they can't. It's the perk of taking quota!
Your first sentence is correct. The second one is not. Quota has nothing to do with COR/COB. It's dependent on whether or not they are at TOTAL.
So if they took quota, which they all did, but are not at total, they can COR/COB. I have no idea which groups are at total.
