There's an old thread on here somewhere that you might find helpful. An advisor to a very struggling chapter recounted her efforts and sought advice over a 2 or 3 year period. The happy ending finally came when they had achieved chapter total in rocket-fire pace. Sorry I can't be more specific. Maybe someone else here remembers some details to help with a search?
