I start by saying I went to a private school with deffered formal recruitment.

One thing that our PHC/IFC/NPHC Committees due to promote greek life was to have seniors from each group (PHC,IFC, and NPHC) attend the Freshman 101 classes in the fall. The 101 are general info classes about getting used to college life for freshmen. Each year every 101 class had a specific class that was dedicated to getting to know greek life. The individuals from PHC, IFC and NPHC would show a slide show, present information on each council, explain how recruitment or intake worked and would answer questions.

If your school has something like this geared to new/incoming students see if greek life can get involved in it as a whole. From the sounds of it, both the sororities and fraternities could use a little boost of interest.
