Question Recruitment Counselors wearing letters

I am in a situation where a recruitment counselor (also a panhellenic EC member) has worn her letters after being disaffiliated. Some PC members are claiming that since we have not yet signed our Recruitment Counselor contract and our recruitment rules and bylaws do not specify that Rho Chis may not wear letters, she may not be held liable. If they say we, as EC members must disaffiliate, is that enough to file an infraction or is there something more specific in the green book that can hold her/her chapter liable?

This situation may be dealt with appropriately by our advisor. However just in case, I wanted something to back it up. please help! thanks!
