Talk to some of the more influential brothers (e.g. executive board) and see if they can get him to stop.
But if you feel the situation is severe enough, does your chapter have some kind of Board of Advisers or Membership Quality Board that you can present this situation to and bring the guy up for expulsion? If it does, and you feel it's right to do, then do that.
If nothing works then disaffiliate. Nothing is worse than being in a chapter where you're not accepted and you strongly dislike one or more brothers.
