It has more to do with campus recognition.

On some campuses, while any fraternity may colonize there, the colony or interest group may have to request or present (for lack of a better word) to the campus IFC to join. Basically, they must show that they have met the requirements to be a member of the campus IFC. Regardless if they meet their inter/national organization's objectives or requirements. Once they meet the campus requirements, they are full members of IFC.

For example, a campus GPA may be greater than the GLO's GPA and for the colony to be recognized by the IFC, they have to meet the IFC's GPA requirements X number of semesters in a row. They may have to pledge and retain a certain number of members for X semester/years to be granted membership. And/or they may need to have some sort of notice or approved from their HQ they they are meeting the GLO's requirements.

Again, this is campus specific and not an NIC thing. All the NIC says is that a campus should not refuse any NIC member from colonizing or being a member of IFC. (see above quote) However, a chapter does not have to be recognized by the campus just cause they do.
