The chapters that were historically a little more open minded when it came to class year will most likely take advantage of non-freshman freebies and use those places normally used for non-freshmen to give more freshman bids out.
Are they allowed to do that? I thought with upperclassman quotas/free stuff, it was take upperclassmen or don't take anyone.
