As far as I know, she isn't required to join that chapter if she doesn't want to (and she'll won't lose her membership)and they may even take a vote in the chapter if they will let her affiliate. I don't know your group's policies but that info should be readily available to your members.

But, tell her that she should only consider affiliation IF the new chapter is TOP TIER.
