If the application deadline is after you have your official summer grades in, submit your application and factor your summer grades into your GPA.
Otherwise, submit your application, do not factor in your summer grades (because you don't know what they'll be - suppose you bomb a final?), and note that you are taking classes over the summer. The greek life office will probably double-check your GPA prior to recruitment, and adjust it on your application as necessary - and you can always mention that your GPA was a hair above 3.0 when you applied, but you took a couple of summer classes and now you have a 3.5 or whatever.
