In other words, everyone can be given the opportunity to pursue membership.
However, not everyone will be successful in that pursuit.
Correct?

It's not uncool or improper. Many fraternities have this information in their Constitutions, By-Laws, General Regulations or the like, which they make available on-line. We've had the discussion here before -- it seems to be one of the cultural differences between (NPC) sororities and (NIC and some non-NIC) fraternities.

Maybe that's the difference because I am that I have read so many details about what other NPC chapters do for "no recs" or whatever they have called them. I think this has drifted over into details of MS for some people that are posting. Sounds like the OP needs to have a PM discussion with texas*princess, honeychile, and/or adpiucf & let this thread be gone in GL. Maybe head over to D&R and ask the question about who's more to "blame" the "cheater" or the "cheatee" -- that sounds like a better topic for people to debate

I really don't see what the big deal is. There is an Alpha Phi at another school who I realllllly dislike but I never would've thought of putting in a bad word about her to her chapter. As long as the girl isn't in my chapter, I wouldn't have a problem with it.

I don't see any problem with wanting to no-rec this girl if she knows she would be a bad addition to the sorority. Like my sister PeppyGPhiB said, girls who hook up with other girls' boyfriends generally aren't the type of people I want in my sorority.

Yes, life will go on, but that's not what this post is about. It's about whether or not this woman's character is fit for their sisterhood. Most would agree that it is not.

Maybe times and people change. We are getting only one side of the discussion are we not?

True, but in either case, if someone's character is questioned--regardless of what the issue is--then that person has the right to say something, should the need arise.

And you're choosing to take the other side without any facts or examples. What else is new?
If a girl had done that to me there's no way in hell I'd want to share my letters with her.

We only get one side of the story though, and there are ALWAYS two sides.....
I don't think it's fair to write any recs to her chapter. If she's as shady as you say, they will see right through her and not give her a bid. Maybe the girls in that chapter like her and can over look a cat fight she had over a boy. It's really silly to me to do something like that, it seems you're not over the boy and you just want revenge.

That is irrelevant. If the OP feels the person would not make a good member, she has the right as a member to submit a no-rec.

I agree with SenusretI that you should ignore it for now. Nothing to worry about until she rushes, and even after that, she's at another school. It might be time to put some of the blame on your ex, too.

I decided not to send a no-rec. Yeah, I'll be pissed if she does join ADPi, but whatever.. I don't even know for sure if she will rush.
And again, I do put the blame on my ex. I don't speak to him anymore. My problem with her is not the fact that she's dating my ex, but that she harrassed me for months after the cheating incident.
