Full-member actives pledging another fraternity
I know this is not allowed for women and NPC women's fraternities/sororities even if the chapter is closed immediately after initiation....
If a national male fraternity (ABC) is shut down for hazing and another national male fraternity (XYZ) comes back to the campus after it has been gone for a couple of years, can the brothers of ABC pledge XYZ?

It depends -- everyone's rules are different.
In most organizations, I'm guessing that "under no circumstances" is the answer.

My understanding is that IFC/NIC fraternities do not initiate members from other inter/national fraternities unless the man terminated his membership *and* was granted a release from IHQ. Even if he is granted a release, this does not mean that an IFC/NIC fraternity (or a chapter) may even consider previously initiated men for membership. As Kevin noted, some may, others most likely will not.

If ABC was shut down for hazing, why would XYZ want to take on the members and risk another hazing incident?
Or, are you speaking of the pledges? If the pledges were never initiated and released due to shutting down ABC, they are eligible to pledge XYZ. This is how the Phi Sigma Kappa chapter at Florida began. Delta Tau Delta was shut down due to hazing (they have since come back). The pledges stayed together, formed an interest group, and petitioned Phi Sigma Kappa for a colony and charter.

LaneSig's scenario happened at my school as well. ZBT got kicked off campus in the fall when the newest members were still pledges. The former pledges became local and affiliated with another national within a year.
However at this school, XYZ is recolonizing after being banished for 4 years so there are no former brothers in the current student body. ABC was banished at the end of the 06-07 year for alleged hazing activity however the pledges did initiate prior to the expulsion.
I just thought it was odd that a colonizing group would want members from a group that was wild enough to be expelled.

If it's the pledges, they may have had very little to do with what happened. Or the chapter's expulsion could have been a result of the straw that broke the camel's back - ABC may have just committed one offense too many, and been expelled as a result of activity that began happening when the ABC pledges were in high school. They should hardly be penalized or looked at as "wild" for that.
It's interesting you bring this up, because a fraternity at my alma mater just closed and a new colony is coming on to campus this fall. I really can't see this scenario happening though as there's a national officer of the chapter that just closed working on campus.
