Suggestions?
Does anyone have any suggestions for a campus that is not open to expansion. Two years ago a friend went to the Greek Life Coordinator and asked about expansion and she flat out said no. We only have one NPC on campus and there are 9 other locals.
Greek life on our campus is small and always has been since we are a small school. But I have noticed a steady increase in pledge class sizes across the board.
Has anyone ever dealt with this before and if so, what advice do you have?

Your school may want to keep the sole control that they have with local organizations. There also may have been an alumni outcry at the idea of national fraternities/sororities.
For a small school....until PC sizes keep increasing, EVERY year, for at least 8 years (2 "generations" worth of collegians) I don't blame a school for wanting to hold off on NPC expansion.

Do the local and NPC chapters have a working CPC? If they are interested in adding another sorority, they could be in a better position to discuss it with the Greek Life Coordinator

following steps should be taken:
1. The College Panhellenic consults the administration regarding the addition of another NPC fraternity.
2. If the administration supports the decision, the College Panhellenic votes to open the campus for expansion and appoints an Extension Committee.
3. The College Panhellenic contacts the NPC area advisor and the NPC Extension Committee chairman with the decision."

I think the jump that you have made from assuming the wishes of the OP and her friend = the wishes of the other sororities and the college's Panhellenic council is a rather elephantine one.

Sorry, I was just suggesting that the CPC would be better placed to discuss it with the Greek Life director if expansion was wanted. (hence the if part of my statement)
A 'flat out no' from the Greek Life director could be because it didn't come through the appropriate channels (i.e. from Campus Panhellenic Council).
This is of course predicated on the assumption that the OP and her friends wanted to a) add a NPC chapter and b) had the support from the other sororities on campus.
Surely getting the support of your peers is at least as helpful as going to the person on high to make it happen.

We only have one NPC on campus and therefore have an All Greek Council.
The issue is that our college's sororities and fraternities have major hazing issues. Many have been accused and found of doing some terrible things. Normally they are not allowed to rush for a semester or two but generally, after that period of time passes, they are allowed to rush again. Many of the sororities on campus have strong Alumnae and some influence so these sororities never get their charter taken away or are never unrecognized by the college.
I think the issue lies in there. Our college is afraid of bringing another GLO on campus because they will have to deal with more hazing issues. I thought that if there was a NPC sorority that was brought to campus that the hazing policies would be taken more serious because they have to face the college and National if there are any issues...but the NPC member sorority on our campus has some hazing issues as well.
So I am unsure about what to do...Should I go to the Greek Life director and speak about the hazing policy of the National as well as the college....

I'm confused. Are you trying to bring a collegiate chapter of Beta Sigma Phi to your campus? What about your SAI membership? Or do you want to bring an NPC in ADDITION to those other two orgs you are in? It seems as though you have your plate pretty full already.
Not to mention, aren't you graduating in a little over a month?

Unfortunately you seem to have a good reason to want to expand, but it's not ENOUGH reasons. You do need the go ahead by the other players in the game and there is no incentive for any of these groups to play along.
I would suggest if you want sorority membership, go with the NPC sorority if you can and work from within to end the hazing if you do in fact encounter some. You can rest assured that if you are asked to do anything inappropriate that as a member of an NPC sorority you will have recourse. And of course as an initiated member you can ensure these traditions die with you.

Even if your campus were willing to expand, I have to think that any NPC organization would have very legitimate concerns about colonizing in the kind of cultural environment you describe.
