Sisterhood retreats are win, they can be daylong or overnight, silly or serious or both. We did a daylong one at the zoo, rented a conference room for various activities and had time to wander around the zoo together.
We did an overnight one at a retreat center that gave us a central room where we could do ritual and separate "cabins" for sleeping. Some of the activities were icebreaker sorts, some were more serious and oriented around reflecting on what our sorority meant to us and how we practiced the values of our ritual.
You might try looking up "retreat activities" or contacting an adviser for some help as well. I'm only recalling the overall gist of my retreats, not the specific activities.
If you can pull it off, i recommend making it a regular once a semester thing. It's worth it.
ETA: I wouldn't blame your lack of housing for anything. That's just how it goes with a group sometimes and even housed chapters have cliques.
