Actions against chapters for students who've become alumni...

A videotape is made public showing obvious hazing by brothers of pledges. Should National pull the charter of the chapter if
A) Most of the brothers have graduated.
B) All of the brothers have graduated, but some/all of the pledges are still there
C) All of the brothers and all of the pledges have graduated.

(Assume no doubt as to whether it *that* chapter or the date it occured)

If Yes for C, how long of a gap would there have to be? (I think Personal Movie cameras date back to at least the 1960s)
