This is the first year for the new Chapter Evaluations and hence, the awards all changed, since everything now flows from Leading with Values. Chapters completed a self evaluation last March, and the Regional teams then evaluated them and submitted recommendations. Grand Council determined the top 3 as well as recognition for various areas of programming.
To be a "phi" chapter, they must fulfill programming requirements in all areas at the Phi level. A chapter who was "Phi" in one area, but "Beta" in the others would be considered "Beta". Not all chapters achieved even a Pi ranking. Those that weren't ranked, probably had one area that they didn't finish the requirements but are not at risk or in trouble. The requirements are basically the requirements of LWV. If you do exactly the minimum, you'll be "PI". To achieve "BETA" or "PHI" requires a little more effort, both as a chapter and for individual members.
The goal is that all chapters may rise to the level that they desire. In the past, the "Chapters of Excellence" were the "Ten Best". This year we had seven Phi chapters. Next year, maybe we'll have 17. There is no limit. Chapters could also be recognized for excellence in one area, even if other areas were incomplete, or completed at a more basic level.
