I hope you all don't mind my posting. I live in Cali--the Gamma Phi Delta at CAL is different than the Canadian Black Sorority, although they share one of the same colors (baby blue) and the same name. The one located at CAL was founded in 1943 as a business and professional sorority. It is not a part of the NPHC, is not a social & service organization and as such, a member of the NPHC can hold dual membership in GPD and XYZ NPHC sorority. Another business and professional sorority we had on my campus in addition to GPD is Iota Phi Lambda (colors green and white I think)--and the same rules regarding dual membership apply to them as well. If you search different search engines, you can find National web sites on both these sororities.
Many campuses, especially public ones, cannot or do not restrict groups who want to apply for membership in an umbrella organzation. I didn't realize that CAL had an NPHC chapter, as I thought it was a black greek council, but...
