My first instinct is to tell you don't. Work within an existing framework. There is no sorority idea under the sun that doesn't already exist in some way shape or form that can save you a mountain of trouble in reinventing the wheel. The ONLY reason I would start a local is because the university doesn't allow any other kind, and most universities out there (although there are a few) think exactly the opposite. They don't want locals and their associated risks.
Do some research online about the type of sorority you want to start and hopefully you can find one that fits your needs. If you can't, then come back here with specific questions about the type of sorority you want to start and someone here can probably direct you to an existing sorority to reach out to.
