Search the forums here. There are many threads about smaller groups trying to grow, generating general awareness/recognition on campus, recruitment methods, etc. Search every term possible. Discuss your findings with your sisters to see what might work on your particular campus. Pair with the fraternity to boost recognition. Talk to your student activities or Greek Life director about participating in or co-sponsoring campus events.
Without being on your campus or knowing your members personally, it's hard for us to say what will and will not work for you.
Lastly, there is a website called Phiredup.com as well as a book titled "I Heart Recruitment" that have helped many chapters grow and thrive. The bottom line is that people join people. Making friends is the first step. The more people who know about you, the more people might be interested in you (or know others who might be interested).
