It depends on what your campus' definition of All Inclusive means. For the chapter I advise, everything is included except additional items that are not mandatory. They get 2 "free" t-shirts per semester, for predetermined events, but each member has to choice to buy additional t-shirts and merchandise. socials, formals, and required events are already paid for, so the extra cost out of pocket to them is strictly their choice.
