From my understanding this was the last straw for the administration, so they needed to make an example out of them. Unfortunately the new members are the ones who get hurt the most, but ADG has been warned about stuff like this before. And you're right about the rugby/soccer/lacrosse houses, the only issue is that those aren't official houses, they're just a bunch of guys in the same club sport living together, whereas ADG is an official fraternity house. Sig Pi, SAE, TKE, all have no official houses so they don't have to worry about having a physical address tied to their name.
I don't know the expansion plans for the fall (though Panhel has been involved in the process of opening the school for expansion for quite some time now), the director of greek life also wants another NIC fraternity on campus (it was already in the plans, but with ADG gone they are trying to speed it up).
Loyola is beginning to treat greek life seriously and is beginning to enforce policies that were previously unenforced. Semester grade collection, risk management programming, among other things for fraternities.
