Basically, Brenna Freeman can't go to school unless her mom and stepfather pay the foreign student fees or her stepfather adopts her. They can't afford either. However, the ministry of education says that Brenna should be able to go to public school since her mom's been in Canada for more than two years, meaning her visitor's status has expired.
