So is it only the unhoused chapters and the ones that allow live-outs that have QA's? Can they take an unlimited amount?

But even the ones that allow live-outs...the new members wouldn't be the live-outs, so they'd still have to have an EXACT number that would be in the PC, right? So, then true QA's wouldn't really exist?
