Sometimes older children do want their name changed to start a whole new life. I know what one of my suggestions would be.
Friends of mine adopted a daughter from foster care after fostering her for 3 years. She's 12 and one of her requests for things she wanted to do after her adoption was final was to change her name. Her birth parents were horribly abusive and they still live in the area. Not only does she want a new name so she can have a fresh start of sorts, but she doesn't want them to try and locate her (which would be easy as her birth name is very unique and it's not hard to figure out her adoptive parents last name and look her up.)
