Houses are owned privately by the organizations (ie - no greek village or university owned houses) and the real estate is astronomically expensive in West Campus. And, it is near impossible to recruit without a house.

There is quota for a reason, and girls that want to join sororities will find a home if that's where they want to be. Will it be THE top choice, or THE sorority they had their heart set on going in. Not always, but that's life and we don't always get what we want.
As for homes trying to colonize here, many have tried and many have failed. I know that about 5 years ago, one of our sororities went off campus, because they had trouble recruiting girls. My freshman year, AGD had folded.
She is 100% correct in saying that the number of girls has decreased over the years, not increased. My freshman year, they were talking 60+ for quota. Now, most houses are taking in around 50, and she's also spot on with saying that the real estate in Austin is just flat out ridiculous. Anyone trying to colonize here would be looking at spending at least half a million to purchase a half rate home.
I just think that so many girls drop out of rush because they don't get the house they thought and won't give any other one's a chance. I'll never forget my sophomore year rushing a girl that, straight out looked at me and said, "My sister was a XYZ, My mother was a XYZ, my grandmother was a XYZ and her mother helped colonize the chapter here." I had no idea what to say. I just looked at her, said, "Have fun at XYZ. Would you like something to drink?" She just looked at me and went to sit down on our couch. So, again, I think sometimes the girls might do it to themselves..
