While it is known that Obama wanted the stimulus passed, it's pretty clear he didn't write it. I don't think anyone ever talked about him being involved in writing either the house or the senate version. Why would we assume the chimp/monkey in the image is supposed to be Obama?

Sweetheart...the coincidence of the chimp, the fact that OBAMA signed the bill the FIRST major bill he has signed in his admin, WHICH the media ATTRIBUTES to him not to mention previous 'monkey remarks' by those opposed to him and past works that Delonas has done that slam Obama makes it nearly impossible to see this as simply a passing joke.
There is NO reason that Delonas couldn't have thought this one out much better than what he did using the monkey in his work.
