Regarding grad students being considered collegians, there are no differing opinions. Either they're recognized by HQ or they aren't. It's as simple as that. I can think of 2 NPCs who do allow grad students to be recognized as collegians but out of respect for them I won't name them. Just because it is allowed does not, by any means, mean that the individual chapter's obligated to extend that grad student a bid.
