My school, by todays standard and practice, had rather unique rush program.
That said, from what I can recall, when we made our decisions on who to offer a bid to it was who we wanted. I can not recall anything close to lets give out 40 bids and include a few that we can cut later.
And
if we did cut anyone, was for GPA, money, character, deeds or actions, or some hard issue that we missed during rush. And I say if because I just do not recall having to cut anyone. May have come close once.

We know that we will make some bad choices during rush. We know we will make at least 5 bad choices (because we're idiots, sometimes). We try to make good choices, but usually around 5 slip through the cracks...even if we signed them before school started.
